 Spectators ??, Staying for hours and not playing |

Maybe it was just me but for the first time I noticed that there were several spectators in MOB SH 2 server. This isn't unusual except I played for hours and they never played once. Just took space. Is there anything that can be done to free up the spots once they have stayed a specific length of time as spectators??? Just wondering...its getting harder and harder to get in to play.
