As you have said yourself, there is a bypass for every anti-cheat out there. As far as I know, right now the only true clean play is on a sv_pure server. Several people asked to prove it on a sv_pure server and you said NO.

Does have a spawn killing policy??? Funny I've played on your servers and have never seen such a message or rule. I also checked your website and forum and still didn't find any mention of your "no spawn killing policy"
