Sid's CIV.II on sale for $10 at stores.... lol I'll pick it up for my methinx since it fits my no-frills budget and no-frills 'old' pc.

They have something like that in civ2 as well. Generally if your culture is greater than your neighbors (or vice versa) then a city may revolt and ask to join your country. Usually my cities don't leave me, but I'll build Wonders near cities I want to win over.
