It's been in effect since at least 2005. If I remember right ( I use to work in cellular) they had to be on one of the other government programs like welfare etc. They could use the subsidy for either a home phone or a cell phone but not both. Really irked me when I was having to hand these out with a smile..... http://www.lifeline.gov/ I had forgot the details but it rings a bell now.
