I dont know who you actually wanted to quote, but my dsl just go to 384 kbps. My lowest ping is 120 ms. 
I have the 1.5 MB DSL.....I'm too far in the country to get the 3MB download. But I'm only about 400 miles from the server. My ping, when load missionary is usually in the mid 30's.
