I used Fireworks MX 2004.
I have the suite and its great. Just about everything you need.
Photoshop is a good program too. It's better suited for photography needs than Fireworks, which is based mainly for web work.
When I taught Webmastering, we used Photoshop mainly because that's what I knew. If I had to do it all over again, I would have started using Fireworks earlier.

I could be wrong but I don't think that's a function of the photo editing program.
I would have to guess that its hyperlink with a rollover function coded in.

You can try the peer to peer networks for a "free" copy or get the trial version @ macromedia.com
If your gonna buy it try www.journeyed.com and use your academic status to get it at a discount ($99 there compared to $200-$300 in a store)
