I myself use Photoshop 7....

The effect I used was basically a pattern, I opened a 3px/3px transparent new doc. and then got the rectangle marq. tool and select a square in the center and filled it with white.... then you go to edit>define pattern and your all set.... Next thing is. when u wanna use it go to edit>fill then fill with that pattern.... i played around with the opacity and blending modes and erased some areas i didn't want it to cover... yadda yadda yadda.
