yes same thing.
It's to help set the correct snap and rate, but both are usually already set fine. Plus the rate is already set by the server.
It can help point to a problem buy not really pin-point where the problem is.
With it in a graph form its more subjective than objective.

I have no clue what you guys are talking about.
