im getting kicked becauce my punk buster is to old?

It used to happen to me too, go on a server with pb, and it won't kick you immediatly, go into main menu --> multiplayer options and change the allow download from no to yes, and pb will update itself after a while, and you should not have further problems...

my allow downloads are always on?

Have you gone to punkbuster and downloaded the update?

Make sure punkbuster A and B are both running.
