I was playing on someone elses server the other day. They said that hundreds of servers have this same rule. While I don't play on hundreds of servers, I have played on MOB's for a while and I would consider your servers to be a defacto standard on how servers should be run.
The rule was, no spectacting allowed, except by clan members.
Now I could see this being a problem if someone was constantly going into spectate mode after being killed to find out where the other player is. To me that is not good conduct. But there are times when you go into spectate mode to answer a phone, answer the door or run to the restroom before the map is finished.
Another reason is taking a time out from a map and watching how other good players play. In the past I've followed some great players, SVTCobra, Nixon, Little Old Man to name a few.
Is it considered unsportsman like to do this?

We allow players to spectate. In one case where spectating wouldn't be allowed would be during a match.
Now obviously, we don't want you in spectate for longer than a few minutes or so as it does take up a slot and our servers are always full.

A lot of it depends on how much someone goes into spectator.
Just like RealDeal said, as long as people don't stay in spec, we don't care.
Although there are several decent reasons why a clan would say no spectating by anyone other than clan members. The two reasons which come to mind 1st are,
They don't want anyone to see the tactics used by the clan.
They don't want anyone to see a clan member cheating.

this guy is talking about us and you forgot one reason
we dont let happen on our server because
we have had ppl who would get shot or start to run low on ammo and run to spec to get full heath and full ammo agian this is why we dont like ppl going to spec and ask them if they need to be away then to walk into a cornner in there spawn and hope for the best
plus ppl sit there a whole map as well
you guys know as well as I do (seeing as our clan formed on your SH PURE server) that we dont cheat

what do you mean we dont cheat,you mean a little bit,or we just havent got caught
....i personally see green-n-yellow skins(or whatever they are know,i see ppl through walls you mean that kinda pure

Keep in mind the reasons I listed where very general and not pointed at you guys.
I completely agree with the reasons you listed.
I'm kind of split on calling someone jumping into spec for ammo cheating but it's definitely about as cheap of a move as you can make.
The reason about a clan not wanting people in spec because people might catch the clan cheating came to mind because I've seen that happen twice. LOL
well if sombody wants to spec a clan memeber they can do it to me if they like I personally dont care like I said we have had more of a prob with ppl going for ammo and heath and that really pisses me off so I put an end to it
